THE CONFERENCE

African health and environment ministers will gather in Libreville, Gabon on 6–9 November for the third Interministerial Conference on Health and Environment (IMCHE). The aim of the meeting will be to sustain the political commitment made at the inaugural Libreville Conference in 2008 on enhanced inter-sectoral actions and co-benefits for human health and the environment, which form part of goverments' engagement towards sustainable development in the African region. Travel Resources

The Government of the Republic of Gabon looks forward to welcoming you to Libreville for the third Interministerial Conference on Health and Environment in Africa. Here is an overview of helpful information to help you plan your travels to IMCHE3.

VENUE: The conference will be held at Angondjé Conference Centre near Amitié Stadium at Akanda on the outskirts of Libreville.

TRANSPORT: Shuttle buses will be available to transfer participants from the airport to selected hotels. During the conference period, buses will convey participants to the venue of the conference from 07:30 and in the evening to the different hotels. You may also take a taxi. Shuttle buses are available to convey participants staying at Park’In, Radisson Blu and Akewa hotels. Kindly provide the organising committee with your flight details (airline, flight number, date and time of arrival) so that they can arrange your transfer to the hotel. Bookings for your return flights will be done by the Secretariat of the meeting. You are therefore requested to send your air tickets to the Secretariat to enable them book/confirm your return flight, and to complete the registration form.

CATERING FACILITIES: Coffee breaks and lunch will be served free of charge at the venue of the meeting by the organisers during the period of the conference. Participants will cater for their dinner.

PERDIEM: Participants should ensure that they have received their per diem in their country of residence before travelling. The per diem for Libreville is USD 385/day equivalent to XAF 195 000/day. Each participant will receive 70% of the perdiem.

What You Need To Know

You are to make all necessary visa arrangements prior to your travel. Holders of a UN laissez-passer on official visit to Gabon do not need an entry visa. The same applies to nationals of CEMAC countries (Congo, Cameroon, Chad, Equatorial Guinea, Central African Republic) holding a biometric passport. Holders of ordinary passports may obtain their entry visa preferably online by visiting the following site: https://evisa.dgdi.ga


Applicants for an online visa should provide the following:

1) An e-mail address;

2) An invitation letter in PDF from the WHO Office in Libreville. To receive the invitation letter, you are kindly requested to send a scanned copy of your passport to: capitat@who.int and egazog@who.int;

3) An electronic photo ID in colour (35x45mm);


4) Name, profession and telephone numbers of a Focal Point in Libreville (mention Mr Tony Capita, WHO Operations Officer, Mobile 04.84.64.43).

After submitting your online application, the system will immediately generate a “Registration Receipt”. Once the application is processed and the visa is granted, the system will immediately generate a “Gabon Entry Permit”. The applicant will print these two documents (“Registration Receipt” and “Gabon Entry Permit”) and present them to the immigration officers at Libreville Airport. An entry visa will then be stamped in your passport against payment XAF 45,000 or €70 or about US$ 77 (depending on the exchange rate). Please pay the exact amount. The online visa application process is in 4 stages and takes only 3-5 minutes. The processing time is 72 hours.

You are advised to make your reservations in the selected hotels.

Participants should personally make their reservations, and settle their hotel bills.

Taxis (red/white & blue/white & green/white) do not have meters. The basic taxi fare in the city centre is XAF 2,000. From 21:00, the fare is double. However, there are metred taxis, which charge according to distance.

CLIMATE: October marks the end of the main dry season and the beginning of the rainy season. The temperature ranges between 26°C and 30°C.

VACCINATION: Participants should note that the yellow fever vaccination is mandatory for all travellers to Gabon.
 The city pharmacies are adequately stocked with pharmaceutical products, which can be bought with a prescription. If you are taking medication, you are advised bring along a sufficient quantity of medicines to cover the period of your stay.

MEDICAL ASSISTANCE: An emergency medical service will be available during the conference. 

SECURITY: For security reasons, it is not advisable to walk around late at the night, or to carry large sums money or jewellery.

CURRENCY: The local currency is the CFA franc. For the UN system, the exchange rate for the month of September 2018 is 1 US$ to XAF 560. The exchange rate for the euro is fixed; i.e. 1 euro to 655.957 CFA francs.

LANGUAGES: The official language is French. It is understood and spoken by the vast majority of the population. In addition, there are several national languages.

COUNTRY CODE: The country code is +241.

TELEPHONE AND INTERNET: It is easy to purchase local SIM cards on presentation of your passport. There are three main internet service providers in the country, namely LIBERTIS, AIRTEL and MOOV. All of them offer 4G internet service. Internet connection is easy and most hotels provide free WIFI access in the rooms.

WATER AND ELECTRICITY: Electricity supply to Gabon is 220 volts. Two-pin round plugs are used to connect your appliance. Please remember to bring appropriate converters for your electric 110 volt electrical appliances or if you use different plugs. Tap water is safe to drink. However, bottled mineral water is readily available in local shops.
